(The slight imperfections of hand print being a subtle metaphor for imperfections of government! - not that we told our speaker that, of course). And the white out of black an obvious choice for a piece of copy which came out of Downing Street.
Philip Collins commented during his speech saying the quote, which I'd come across during my research, had raised a few eye brows at the time. But I would most deffinately imagine more smiles were raised than eye brows, and it's a great example of the wit and humour of his writing style.
